MP Administration tab doesn't show up in the Print Center after install of MP 2.1.

Article summary

To resolve:  Do a change control.

The problem is that the API gets its settings before the MP Service has started up properly and therefore determines it is disabled.  Only a change control updates the API settings.  When MP services are not running, the MP Plug-in in the SRS is set to disabled. When the API asks the SRS for its settings, the SRS responds that MP is disabled.  Once the MP Services start, they set the MP plug-in to enabled.  A change control will force the API to get an updated of its settings - so if you do a CC once the MP Services are running and have enabled their plug-in, the MP tab and upload button should become available.

This is a known issue, but was only tracked down too late in the piece to fix it, unfortunately. It's a bug which will be fixed in the next release of the API.
