Answer:

There's a tool bundled into the Setup Assistant called SignUpEnabler that can be used to disable the authentication for you.  It does need to be s root, but the command is:

/Library/Application\ Support/Pharos/Utilities/SignUp\ Setup\ Assistant.app/Contents/Resources/SignUpEnabler disable.

Note: Running it with 'enable' instead of 'disable' will turn it back on.
