When printing using an HP Plotter Print Driver the Popup shows twice

Problem:
I'm having a problem on a single printer. When I try to print to it, I get two popups for user name & password, then I a confirmation popup, finally I get two follow up Popups informaing me of the cost. One notification shows it cannot print a zero size job.
Resolution:
This is a configuration of the HP DesignJet 500 42 printer object in Windows. We need to disable the 'SpoolSmart" setting of the print queue. First perform these steps on a client machine where the double Popup behavior is being seen. Then if that resolves the problem make the same change on the queue on the server, rebuild the package that you are using with this print queue.
Right Click on the Spool queue on the Pharos Server and select properties > then the Printing Preferences Button
Choose Services TAB > click Troubleshooting Menu Button at bottom.
Uncheck "Enable SpoolSmart" (I have RenderSmart grayed out and 16-bit compatibility unchecked as well).
Do the same for the Printer Object on the Pharos server.
Rebuild the package and install to a client machine.
Insure bi-directional support on the PORTS Tab of the printer properties screen of the newly installed device on the client machine is UNCHECKED (should be grayed out) and set print processor to WinPrint/RAW to start with, uncheck "Enable advanced printing features" on the Advanced TAB of printer properties as well. (the last several settings should be the same on the spool queue, server printer object and client printer object.
On the client Open printer properties on the client again (or while open from above) select Printing Preferences > Choose Services TAB > click Troubleshooting Menu Button at bottom Uncheck "Enable SpoolSmart" (I have RenderSmart grayed out and 16-bit compatibility unchecked as well).
