What does it mean when a print job shows in the Queue again with "[Free Print]" in the job name?

Problem:
I just upgraded to Uniprint version 9.x.
When a user attempts to release print jobs from a release station, they disappear from release station but are not output to the printer. When the user goes back to the release station, all the print jobs appear on the screen with [Free Print] in front of them.
Those print jobs also appear in the Queued Jobs under Job Management in Pharos Administrator and they also have the word [Free Print] in front of them.
What does [Free Print] indicate and why are they showing up?
Information:
In the rare case of a print job failure, users can now reprint their Secure Release job free of charge, without the need for supervisory intervention. Previously, if there were any network or device issues, or LPR support issues, administrative intervention was required to reimburse the user or reprint the job without re-charging. Failed print jobs were available at the Printed Jobs context of Pharos Administrator for reprinting by the administrator.
Beginning with Uniprint 9.0, the default behavior is that any jobs that fail the LPR process are relisted for the user to reselect and retry at no cost. These jobs have their names prefixed with [Free Print] and will appear on release stations or the Print Center Web as zero cost. All charging actions are bypassed when the job is resubmitted to the device.
An informational Alert [code 29090] is raised each time a [Free Print] job is resent to a device.
A new Print release failure action setting has been added to the System Settings context of Pharos Administrator. It includes the following options:
Relist as Free Print – This is the default behavior. Failed print jobs will reappear in the user’s job list (on Release Stations or Print Center) as normal and jobs will be marked as a free print with zero cost. Jobs will not be available at the Printed Jobs context.
Hold – Failed print jobs will reappear in the Printed Jobs context in Pharos Administrator.
Relist – Failed print jobs will reappear in the user’s job list as normal and the user will be charged again.
